The Bll 2009 master plan consists of three components; i) Thames Estuary airport, ii) the Metrotidal infrastructure scheme, and iii) two man made islands situated in the estuary between Essex and Kent. Bll will create BIMs for the airport & Metrotidal schemes to set the overall scheme in context, but they are not part of the competition which deals with urban development on the two islands in accordance with the design brief.

montgomery & shoebury Islands

The master plan is inspired by Sir Terry Farrell’s 2001 proposals for two man made islands. In Bll's scheme of these are 2.5km x 1km, or roughly 75% of the area of the Greenwich Peninsula. SHOEBURY ISLAND will be positioned in the north of the estuary just offshore from Southend. MONTGOMERY ISLAND to the south is named after the Second World War wreck that lies off Sheerness.

Bll’s master plan incorporates the Metrotidal proposals for a road & rail tunnel under the Thames connecting Canvey Island to the Medway. The tunnel is located 5 miles to the west of Bll and provides a complete infrastructure solution incl.; a new multi-modal freight bypass to the east of London, new freight connections between the East Coast ports and the Channel Tunnel, new orbital road & rail networks for the Thames Gateway Region and an extension of Crossrail.

Both islands will be connected to the mainland by a 4 lane road bridge. The Shoebury Bridge will carry rail traffic to connect the island to the mainline railway between Southend and London's Fenchurch Street station.

 

mass transit cable car

A 1.5km mass-transit cable car system will connect the islands suspended above the Thames and spanning the main shipping channel. It will be an extension to the proposed Medway cable Car system and will generate valuable media interest. The system will be designed by a leading Dutch 'ski lift' company as a BIM.

 

sustainable environment

Although Bll is a hypothetical design competition, a workable master plan that takes into account the interests of all stakeholders including environmental groups is being proposed. In this context, Metrotidal provides a tidal power plant generating carbon-free energy and a surge tide barrier for London, and parts of Sir Terry Farrell's proposed bioregional parkland will be incorporated, as supported by the SE England Development Agency and wildlife charity RSPB. The design brief for the urbanisation of the islands will include environmental factors that teams must address through their BIMs. It will be an opportunity to show how BIMs provide many answers, and not just a 3D model.
